The Readiness Gap
On 1 October 2026, right to work checks extend to contractors, gig workers and agency supply chains, with penalties of £45,000 per worker. We asked 57 UK recruitment and compliance leaders how ready the sector really is, 6 weeks ahead of the deadline. Only 39% could explain what is changing. 47% have already been asked by clients for contractual guarantees, and not one business who relied on spreadsheets could evidence its checks same day. The first published measurement of readiness for the October changes in any sector, with guest contributions from HR and employment law.

Most of what gets published about recruitment operations is vendor marketing with no methodology. When I went looking for hard numbers on compliance readiness, I found that nobody had measured the questions that matter most: how agencies actually track right to work, how long evidence takes to produce, what clients are starting to demand. So we started measuring them ourselves. Each study is a short survey of UK recruitment and compliance leaders, published for free with the sample size, fieldwork dates and question wording stated, and counts shown alongside percentages.
